Washburn served in the Civil War, and in this letter, he requested a promotion to Brigadier General. To prove his worthiness, he outlined his military record in detail . He was appointed Brigadier General before his discharge. At the time he wrote this letter, Washburn was a Lieutenant Colonel with the 20th Regiment, Connecticut Volunteers.
